He is the Minority Whip in the Wyoming House of Representatives and has been the Democratic representative in the Wyoming State Legislature since January 5th of 2015. Pelkey is a member of the Wyoming House District 45 which covers the western region in Laramie, Wyoming.
In 2006, Pelkey was accepted into law school at the University of Wyoming College of Law and was awarded an Juris Doctorate in 2009. He is the founding partner in the law firm based out of Laramie Neubauer, Pelkey, & Goldfinger, LLP.
In 2014, Pelkey announced his candidacy and ran unopposed in the Democratic primary.
Following the 2016 General Election, Pelkey was elected as Minority Whip of the Wyoming House.

He was the magazine’s principal reporter for the doping issue in cycling. Pelkey is a native of Goppingen, Germany. The mother of his son, Carla (nee Ticak) was an ex-refugee from post-war Yugoslavia. He was the son of Charles F. Pelkey Sr. was a Master Sergeant in the 503rd Engineer Light Equipment Company of the U.S. Army. Pelkey’s parents split in 1964, and his mother relocated into Denver, Colorado with her three children in the year 1966. Pelkey was a graduate of Iver C. Ranum High School in Westminster, Colorado, in 1976. He later moved to Laramie to go to Laramie University. University of Wyoming in August of the same year.
Pelkey as well as Diana Denison were married on August 6 in 1986. They have two kids, Philip (born around 1994) and Annika (born in 2000).
In 2011, Pelkey was diagnosed with breast cancer. He underwent a lumpectomy, a double mastectomy and five months’ of chemo therapy. He has often served as a spokesman for that small minority of patients suffering from male breast cancer arguing that the most dangerous aspect of the disease is that many men do not believe that they can get breast cancer, leading to a late diagnosis and often-fatal results.
