Belfoure was born in the year 1954, his father was Charles William Belfoure (1913-1997) an officer of the second class in the U.S. Navy, who served in World War II, Korean and the Vietnam War, and Polish immigrants Kristine Vetulani. He was raised in Woodlawn in the suburbs in Baltimore, Maryland, and attended Woodlawn High School. In 1983, he graduated the Pratt Institute with a Bachelor in Architecture. In 1993, he graduated at the Columbia University with a Master of Science in Real Estate Development.

The second novel by Belfoure, House of Thieves, was released on the 15th of September on the 15th of September, 2015. The novel is set in 1886 in New York, it tells the story of an architect who is who is forced to join a criminal group, and thus undertake robberies of the homes that he designed earlier to pay off the debts of his son. Publishers Weekly praised the work and said that “Belfoure is able to weave together every thread in the story, creating an unforgettable, memorable reading”. Jocelyn McClurg of USA Today has rated the novel three stars out of four and said that, “channeling Dickens, Belfoure designs a thrilling story, but he overdoes the ridiculousness. It’s an ideal blueprint for having enjoyment”. House of Thieves was said to be adapted for TV from The Mark Gordon Company, with Francis Lawrence to direct the show.

In 2018, Belfoure announced that he has been working on his fourth novel. The Fabergé Secret, set to be released by Severn House of London on July 31, 2020 in the U.K. and November 3, 2020 in the U.S., takes place in the world of the Russian Imperial Court of Nicholas and Alexandra. It is about a Russian prince whose life is changed after he witnesses the 1903 Easter Sunday pogrom in Kishinev.
