Chang Woe-Ryong’s career began as an amateur soccer player for Yonsei University and was deemed sufficient to be a representative for his country at the year 1980’s AFC Asian Cup where he was part of the team that finished second in the competition to Kuwait. In 1982, Chang began his semi- professional career in football when Chang became a member of Daewoo Royals and became one of the very first South Korean players in the new , professionalized 1983 K League. The following season, Daewoo Royals had transformed into an official unit, and Chang was able to prove himself as a confident left-back, as the club took home their 1984 K League title. The subsequent seasons would be a time of Daewoo Royals as one of the most dominant teams in the league. Chang achieve an AFC Champions League medal and another league title before having to quit due to an injuries. In 1989 Chang was already in coaching, but it wasn’t until Japanese team Tosu Futures briefly brought him back into the fold as a coach-player.
He was appointed the permanent boss of Incheon United in January 2005 after he was appointed the interim manager in September 2004 after Werner Lorant’s resignation. Werner Lorant. Chang was a student for the entirety of 2007 in England and Park Lee-Chun assumed temporary control in charge of Incheon United for the year.
On 17 December 2015, Chang accepted the invitation of Chinese Super League side Chongqing Lifan with three-year contract. The reason which he chose Chongqing Lifan was the Provisional Government of the Republic of Korea based in Chongqing during the Japanese Korean period.
