Chang received his Bachelor’s Degree in Civil Engineering at National Taiwan University in 1976. In 1977, Chang completed with his Master’s Degree in environmental and civil engineering from Stanford University. In 1981, he received an honorary doctorate in environmental and civil engineering from Cornell University.

Following the completion of his studies, Chang returned to Taiwan for a stint as a lecturer and associate professor, and later, instructor at the Department of Civil Engineering of National Taiwan University from 1981 until 1990. He was Director of the National Center for High-Performance Computing between 1991 and 1997. From 1998 to 2000, he was the Director of the Department of Planning and Evaluation of National Science Council. In the years 2000-2010, he was working with Acer Inc. as Vice President of the e-Enabling Service Business Group, as well as between 2010 and 2012 He worked for Google as director of the Google’s hardware operation in Asia.

Chang began an independent campaign for the 2020 Taiwanese presidential election, then suspended his run to join the Kuomintang ticket, headed by Han Kuo-yu. The pair lost to incumbent president Tsai Ing-wen and her running mate William Lai.
