She went on to earn a First Class Honours degree in International History and Politics at Leeds University, a scholarship to study Journalism at the University of California at Berkeley, and a PhD from the London School of Economics on British Foreign Office Efforts To Influence American Opinion 1945-1949. Anstey was awarded the Gwilym Gibbon Prize Research Fellowship by Nuffield College, Oxford.

Anstey, who was previously the World Bank’s Country Director for the Caribbean in her past role, was successful in raising funds to aid Haiti’s reconstruction. This was after donors were ready to reengage in 2004, when former president Jean-Bertrand Aristide fled to exile.

As managing director, Anstey had a broad portfolio with responsibility for World Bank operational services, policy and systems – an arrangement which also included the Bank’s External Affairs division, human resources and the Bank’s information management group, as well as responsibility for gender issues. After taking over the role, Anstey said the Bank’s push for modernization, openness and accountability meant people could “hold our feet to the fire”. She also advocated for innovative ways to ensure knowledge reaches citizens, not just experts. She stressed that new technologies today have the potential to democratize development and keep a check on corruption.

In July 2013, the World Bank’s President, Jim Yong Kim, announced that, as part of a larger management reshuffle, Anstey would leave the Bank’s employment following the Annual Meetings in the Fall of the year.

Anstey began her career at the World Bank as a consultant in its External Affairs department in 1995. She was then appointed assistant and speechwriter to James Wolfensohn in the following year. Later, Anstey said that he gave the institution a “heart” and “soul”. Anstey was also the director of media, the World Bank’s chief spokesperson, before moving to the position as country director for the Caribbean. She was then the chief of staff to President James Wolfensohn and vice president for foreign affairs. Her triple agenda included results, accountability, and transparency. Anstey was appointed managing director after Ngozi Okonjo Iweala, the former Managing Director, resigned to become co-ordinating minister of the economy and minister in Nigeria.

Anstey previously held the post of World Bank Vice President of External Affairs, after earlier being appointed in September 2007 and serving for three years as chief of staff by then World Bank President Robert B. Zoellick, his first high-level appointment after taking over the presidency in July that year. Anstey also served as World Bank Sherpa to the G20.
