Piper was the daughter of Kenneth Piper and Carol Ann Piper, and she was born in Grosse Pointe in Michigan in 1983. Her father was a General Dynamics defense contractor and her mother an aerobics instructor. Piper is the older sister of Cortney, a swimmer who also competed for the University of Tennessee. Piper graduated from Grosse Pointe Nord High School in Grosse Pointe Woods (Michigan) in 2001. Piper graduated from the University of Wisconsin-Madison in 2006 with a degree in Zoology. She was a successful swimmer for the University of Wisconsin-Madison and was the team’s captain. She was twice named Big Ten Conference swimmer-of-the-year and an 18-time All- American. After she had exhausted her athletic eligibility, she was able to serve as an assistant coach for the Wisconsin Badgers swimming team while still in school.

Carly was married to Shane Ryan, a swim coach. They started the Madison Aquatic Club in Madison, WI, as a coach-owned team. Shane and Carly are parents to Clint Murray and Piper Autumn Ryan, who were born in 2016.

Piper finished 5th in 200-meter freestyle at the 2004 U.S Olympic Team Trials. Piper also finished 6th in 400-meter freestyle.
