Reeves was a teenager and cleaned Judge William Henry Barbour’s office, which he would later take over as his federal counterpart. Reeves was the youngest member of his family to graduate from a four-year college. He graduated in 1986 magna sum laude at Jackson State University. Reeves went on to the University of Virginia School of Law and graduated in 1989 as a Ritter Scholar. Reeves was the law clerk to Justice Reuben Anderson, an African- American judge who served on the Supreme Court of Mississippi, after law school.
Reeves ruled that Mississippi’s ban on same-sex marriage violated the Equal Protection and Due Process Clauses of Section Fourteenth Amendment. Reeves’ opinion emphasized the link between homophobia and racism, and how it had been used to oppress both blacks and LGBT Mississippians for years. Reeves believed that just like the state’s views about race led it to oppress blacks over generations, Mississippi’s traditional beliefs regarding gay and lesbian citizens “took away” fundamental rights owed every citizen. It is now time to restore these rights.
On September 8, 2016, Reeves issued a ruling dismissing a lawsuit seeking to have the Mississippi state flag, which contains the Stars and Bars emblem of the Confederacy declared unconstitutional. The basis of the dismissal is the plaintiff’s failure to allege a specific injury and thus an inability to demonstrate the standing necessary to bring an action in federal court.
On June 30, 2016, Reeves issued a ruling that halted Mississippi’s Religious Liberty Accommodations Act from going into effect. The Act provided protection to entities and individuals who refused to provide marriage-related goods and services to LGBT individuals. Reeves’ holding noted that “[r]eligious freedom was one of the building blocks of this great nation, and after the nation was torn apart, the guarantee of equal protection under [the] law was used to stitch it back together. But [the Act] does not honor that tradition of religiou[s] freedom, nor does it respect the equal dignity of all of Mississippi’s citizens. It must be enjoined.”
Reeves, who was nominated by President Barack Obama on April 28, 2010, was appointed to the Southern District of Mississippi seat vacated in the death of William Henry Barbour Jr. Reeves received confirmation by the United States Senate by voice vote on December 19, 2010. Reeves is Mississippi’s second African-American member of the federal judiciary. Reeves was commissioned on December 20, 2010.

Carlton Wayne Reeves, a U.S. attorney and jurist, was born April 11, 1964. He currently serves as a United States District judge of the United States District Court of the Southern District of Mississippi.
Reeves started his legal career as a staff attorney at the Supreme Court of Mississippi in 1991. Later that year, Reeves entered private practice as an associate at Phelps Dunbar’s Jackson, Mississippi office. Reeves was Chief of the Civil Division at the Office of the United States Attorney in the Southern District of Mississippi from 1995 to 2001. Reeves began his own business, Pigott Reeves Johnson, in 2001 after he left the public sector. Reeves was a member of several civic organizations during his private practice time, including the ACLU of Mississippi and the Mississippi Center for Justice.
On February 10, 2015, Reeves sentenced three young white men for their roles in the death of a 48-year-old black man named James Craig Anderson. They were part of a group that beat Anderson and then killed him by running over his body with a truck, yelling “white power” as they drove off. In handing down sentences of between 7 and 50 years in prison for the defendants, Reeves gave a widely publicized speech that remarked on how the killing of Anderson fit into Mississippi’s “tortured past” of lynchings and racism. While noting that the defendants had “ripped off the scab of the healing scars of Mississippi,” Reeves asserted that the integrated, race-neutral operation of Mississippi’s modern-day justice system was “the strongest way” for the state to reject the racism of the past.
