Born in Santa Fe and making his Primera Division debut at age 19, Roa began playing professionally with Racing Club de Avellaneda when he was 19. He contracted malaria while on a summer tour through Africa with the club. However, he fully recovered. He moved to Club Atletico Lanus in 1994. They won three consecutive third-place league titles (one in 1995 and two in 1996) and added the Copa CONMEBOL 1996.
Roa represented Argentina in the 1992 CONMEBOL Pre-Olympic Tournament, Paraguay. The country failed to qualify for 1992 Summer Olympics. The full side selected him for the 1998 FIFA World Cup, France. After not conceding any goals in the group stage, Roa saved the decisive penalty against England in round-of-16. This denied Newcastle United’s David Batty. The Netherlands won the match (1-2).
After keeping his fitness with amateurs CD Constancia and CD Atlético Baleares, both in the Majorca area, Roa returned to professional football and his country, joining Olimpo de Bahía Blanca and retiring after one top division season. In 2008 he joined amateurs Club Atlético Brown as goalkeeper coach and, two years later, he was appointed assistant manager at Club Sportivo Ben Hur; in the former capacity, he went to work under former international teammate Matías Almeyda at Club Atlético River Plate, Club Atlético Banfield and C.D. Guadalajara.
