Oliver was one the relay runners at the 2001 World Championships In Athletics. He helped Bahamas reach the final, in which they won the gold medal with a national record time of 2:58.19. In his absence from the final, he played a similar role in 2002 Commonwealth Games where Bahamas took the bronze medal. They were disqualified in heats at the 2003 IAAF World Indoor Championships. However, they won the gold medals at the 2003 Central American and Caribbean Championships in Athletics. Brown, Oliver, Nathaniel McKinney, and Moncur took home the gold medals. He was once again reduced to a heat runner at the major event. The Bahamas reached the top of their heat, and the nation took bronze in the final of 2003 World Championships in Athletics. These were his last international performances.

He was the nation’s main back-up runner during heats after 2000. He qualified the Bahamas to the 2001 World Championships in Athletics finals. They became world champions. He was born in Andros, Bahamas. In 1995, he won the 400m national title at Bahamian Championships. He also ran in the relay 4x400m at the 1995 World Championships in Athletics. Although Troy McIntosh and Dennis Darling did not reach the final, the Bahamian national record of 3:02.85 in the heats was set by the team. He ran 45.69 seconds in the Mexico City individual event the following year, which was his best time ever. He was selected for the 1996 Summer Olympics. He ran in the 400m heats and finished seventh in the 4x400m relay final.

Three years later, he made his next international appearance. At the 1999 Central American and Caribbean Championships of Athletics, he finished fifth in the 400m and was awarded gold by the relay team. He formed a team of McIntosh and Munnings with the emerging Chris Brown to reach the final at the 1999 World Championships in Athletics. After finishing seventh, they were retroactively promoted to sixth after the American team’s disqualification due to the doping admission by Antonio Pettigrew. The same disqualification ultimately led to Oliver winning his first Olympic gold medal. At the 2000 Sydney Olympics, the Bahamas team of Avard Montcur, McIntosh, and Brown were fourth-placers in 4x400m relay final. However, the American team was disqualified retrospectively in 2008. Oliver and the team won a bronze medal.

He wound down his career after 2003, running a best of 47.03 seconds in 2004 and 47.81 in 2006 before retiring from the sport. Following the end of his active career, he moved into sports administration. He was elected as secretary general of the Bahamas Association of Athletic Associations (BAAA) in 2012. His appointment came at a time of much political in-fighting at the organisation, between the president Mike Sands and other members of the board. Oliver found himself excluded from the 2013 CARIFTA Games organising committee, alongside fellow BAAA executives Iram Lewis and Harrison Petty. The decision to host the 2014 IAAF World Relays event was also made without their input. Oliver agreed to a vote of no confidence at a BAAA general meeting in response.
