He launched the massive Irrigation Development Program Jalayagnam in just six months. He secured tenders worth more than Rs.30,000 crores, and grounded all Projects. He was motivated and able to make great progress through personal inspection. He also managed the administrative aspects of the whole Department, which included all major, medium, and minor irrigation projects, as well as the implementation of Command Area Development Programmes. He obtained clearances in accordance with Government of India guidelines.
Post retirement, Sarma continues his academic pursuits. In 2017, he presented papers on the agricultural and tourism industries in India at the Global Partnership Summit.
His responsibilities over these years included planning, coordination, and monitoring the overall development of the District & State. He specialized in poverty alleviation and livelihoods promotion as well as environmental conservation. Dr. Sarma saved many flood victims in Warangal by taking personal risks. In 1988, Dr. Sarma was appointed Director of Singareni Collieries Company Limited in Andhra Pradesh. This is a public-sector coal company. He was responsible for planning and coordination of overall growth, preparation of environmental assessments for projects, supervision in industrial relations, as well as human resource management functions, including recruitment and promotion. Sarma was elected Deputy Secretary at the Ministry of Home Affairs, Government of India in New Delhi in 1990.

He was born in Repalle in Guntur district in the Indian state Of Andhra Pradesh. His early education was from the schools of the town. After graduating from Delhi University, he received his B.A. (Hon.) He graduated in Economics in 1974. He completed his masters degree in Economics at Delhi School of Economics, Delhi University, New Delhi. In 1991, he returned to India and completed his masters in Economics from Delhi school of Economics, New Delhi, India. He also studied for his MBA in Management at University of Ljubljana, Slovenia, Europe. He had earned his Ph.D. from the University of Southern California in Los Angeles, CA USA by 2000.
C. V. S. K. Sarma was a member of the Indian Administrative Service (IAS), in 1980. His career began as a Sub-Collector at Komaram Bheem, Adilabad District in erstwhile Andhra Pradesh. He is now a Telangana District Officer. Later, he held a number of roles in Adilabad such as Joint Collector and Project Officer (Utnoor). He was later appointed as the Additional Commissioner to Hyderabad’s Municipal Corporation. He was then appointed Joint Collector in Kurnool District as well as Project Officer in Eturnagaram. He was then appointed Collector and District Magistrate of the Adilabad district.
Aside from his bureaucratic career, he maintained a strong interest in the academic world, especially in the subject of Economics. He collaborated with professors in several research projects and worked towards completion of Ph.D. dissertation on “Economic Reforms – Growth, Poverty and Income Distribution for sustainable Development – A CGE Analysis.”
