After being convicted in California of forgery, Baker quit his political career and became the fourth Arena Football League (AFL) commissioner. Baker started his career as an owner of the Anaheim Piranhas. He was then elected commissioner. His height of 6′ 9″ and 400 lbs is one of his most striking features. From 1971 to 1975, he was a power forward for UC-Irvine and played in two seasons of professional basketball throughout Europe. Baker later attended Pepperdine University School of Law, where he was Editor-in-Chief of The Law Review. Baker was also a City Councilman in Irvine, California. After 11.5 years of service as AFL commissioner, Baker resigned from his position as Arena Football League Commissioner at ArenaBowl XXII on July 25, 2008.

From 2009 to 2014, he was the Managing Partner at Union Village, a Henderson- based integrated health care village.
