Perry was selected to the Eagles in the seventh round of the 2004 NFL Draft. He played the entire rookie season as an reserve with an injury. In his junior season, Perry was out with an injury until the contest against Duke. He injured himself right away during the Duke game and was not able to return throughout the season. Perry played in five more games during 2002, and averaged 4.7 yards per carry during the entire season.

In that season, he ran 219 times and accumulated 1,242 yards and 10 touchdowns, in addition to catching forty passes, gaining 359 yards with two scores. This led Maryland towards their first ACC Championship and an appearance in the 2002 Orange Bowl. Perry won ACC OFPA of the Year, the only non-senior in history to achieve this feat and was an All-American second team selection. Perry had also been a first- team All ACC selection and was an official finalist for the Doak Walker Award. Perry was ranked 19th in NCAA in the number of yards he rushed per game, and ninth in all-purpose minutes per game. In the game against Wake Forest, Perry rushed for 276 yards.
