Lowry is a native of Auckland, New Zealand. She holds a Certificate of Education from Auckland Teachers College (1973) as well as a Bachelor of Arts in English from Curtin University, a Post-Graduate Diploma in English Literature as well as the MA of Creative Writing from the University of Western Australia. Lowry was a resident for a short time in Australia and then returned to Nelson, New Zealand from 2000 until the year 2010. She lives with her family in Perth, Western Australia.

In 2006, With Lots of Love from Georgia was awarded the Young Adult Fiction category at the New Zealand Book Awards for Children and Young Adults, and was also included on the Storylines Notable Young Adult Fiction List of Books.
