He caused controversy when he submitted requests for information based on the provisions of Open Government Act (WOB) to include Jeltje van Nieuwenhoven (regarding her position in the capacity of OV ambassador) as well as hundreds of WOB demands to every Dutch provincial and municipal authorities. Because some agencies did not fulfill their WOB request, de Winter filed lawsuits against the agencies. In the end, Dutch Association of Journalists (NEY) was in support of de Winter. A tribunal of The Hague ruled in de Winter’s favor on the 4th of May 2010. In April of 2010, de Winter was involved in the disclosure of expenses of FENS funding (1.3 million euros) from the NS. Following the media and publications appearances by de Winter related to the simple and easy use of the OV-chipkaart public transport smart card used in the Netherlands the minister of Infrastructure and Environment was able to convince to negotiate with the NVB in Haaglanden to postpone the issue for one month. In light of the revelation that the District Attorney made, he decided to initiate a criminal investigation for de Winter; however, the legal defense fund had achieved its goals in less than one hour.
In September 2012, de Winter released a video and accompanying news story of how he was able to use a fake ID to gain access to numerous Dutch and European government offices, including, amongst many others, the European Parliament and four Dutch government ministries, including the Ministry of Justice and the Ministry of the Interior, the Dutch Secret Service, and the Dutch National Cyber Security Center.
In July 2012, de Winter broke a story about Dutch employers’ censorship, after an employee of Dutch company Unisys Netherlands was threatened with termination for giving a presentation about online censorship for the conference Last H.O.P.E., in New York.
In the course of the programme’s Open Standards and Open Source Software later, as an element of Open Source Software Strategy (for the government), (OSOSS) (2002-2007) and its successor Netherlands in Open Connection (NOiV) (2008-2011), de Winter followed developments with a keen eye. It was revealed that the House of Representatives did not follow its own policy regarding the implementation of IT departments of the IT agencies of the state. De Winter issued a WOB request to the Dutch Association of Municipalities (VNG) to gain a better understanding into the efficiency. After the VNG did not agree to publish the data, de Winter filed a lawsuit. Then, later, WOB requests were sent to all municipalities, provinces, as well as numerous administrations that are independent. Winter was present on the 16th of December 2009 during the presentation of Book A wall of rubber in the WOB in the field of journalism, subject to the ire of the parliamentarian Pierre Heijnen (PvdA). This was condemned by others who attended the meeting as well as the former Minister Bram Peper.
