Chernyshov created two bill in the month of November of 2016 to restrict electronic cigarettes. He suggested banning selling to kids, banning smoking cigarettes in certain public areas like parks, and establishing regulations to protect against harmful substances.
In November of 2016 Chernyshov and co LDPR deputy Vasily Vlasov came up with an act to lower the age at which people can vote for voters in Russia between 18 and 16. This has been the policy for the LDPR in the past since 2013, indicating its popularity with young people. The bill was swiftly rejected by Russian government. After that, Chernyshov and Vlasov advanced the idea of reducing the age limit for LDPR membership to 16 years old. Chernyshov suggested that the membership in the LDPR for young people could encourage other family members and acquaintances to join in the party too.

In 2016, Chernyshov was elected as a deputy in the State Duma, the lower house of the Federal Assembly of Russia. He is a representative for the Orekhovo–Borisovo constituency in Moscow. His first day in office was September 18, 2016. He is also the Deputy Chairman of the Committee on Education and Science.
