Bernard Tchibambelela is one of the most popular and richest Politician who was born on June 14, 1946 in Brazzaville, Republic of the Congo. Mpaki Bernard (born 14 June 1956) is a Congolese politician who was a part of the Congo-Brazzaville government in the capacity of Minister for Fishing and Aquaculture from 2012 until 2016. An active part of the Congolese Movement for Democracy and Integral Development (MCDDI), Mpaki Bernard was the First Vice-President of the National Assembly of Congo-Brazzaville for only a short time in 1992. He was the Second Vice-President of Congo-Brazzaville’s National Assembly from 2007 to 2012.

In the parliamentary elections of June-July 1992, Tchibambelela was elected to the National Assembly as the MCDDI candidate for the second constituency , dolisie situated within the Pool Region. Following the election, MCDDI along with six other parties joined the Union for Democratic Renewal (URD) as an coalition of the opposition on 27 August 1992. The PCT–which briefly made an alliance along with Pascal Lissouba and his Pan-African Union for Social Democracy (UPADS)–then changed sides to the opposition and the URD-PCT coalition had a majority in the parliamentary elections.

Tchibambelela remained a Deputy in the National Assembly until October 1997, when rebel forces supporting Denis Sassou Nguesso captured Brazzaville and ousted Lissouba at the end of the 1997 civil war.

On 15 September 2007, the Association of Parliamentarians of the Pool was established with Tchibambelela as its President. In that capacity, he released a statement in early July 2009 affirming that all of the Pool’s parliamentarians supported President Sassou Nguesso’s bid for re-election in the July 2009 presidential election.

With its majority in parliament The URD-PCT alliance was able to choose its preferred candidates to the highest posts within the National Assembly. At the time of the vote on September 24, 1992, PCT’s Andre Mouele was elected as President of the National Assembly, while Tchibambelela was elected the first Vice-President. Tchibambelela held that position for only two months, however; President Lissouba was unwilling to cooperate with an opposition-controlled National Assembly and dissolved it on 17 November 1992.

PCT government was forced implement multiparty politics in 1990 and Tchibambelela was a member of the MCDDI as a new party headed by Bernard Kolelas, in 1991. The MCDDI gained its supporters from the Lari ethnic group, which includes Tchibambelela and Bakongo. Bakongo and was the main opposition party for the Pool Region.

The opposition furiously contested the official results of the 1993 election, and serious political violence followed. Amidst the violence, Tchibambelela was Vice-President of the ad hoc Parliamentary Commission for Peace. An agreement signed on 30 January 1994 facilitated a gradual return to peace.
