In 2009, the Virginia Bar Association included her name in the list of possible candidates that it presented for Virginia’s senators’ consideration on the 24th of February 2009. In June of 2009 Virginia’s senators urged the president Barack Obama nominate her to the Fourth Circuit. In September of 2009 Obama officially announced his nomination of Keenan for the Fourth Circuit, and the Senate Judiciary Committee backed her nomination. On February 26, 2010, Senate Majority Leader Harry Reid applied for cloture on Keenan’s nomination. The Senate passed a 99-0 vote for cloture on her nominee on the 2nd of March 2010. Her confirmation was confirmed by an overwhelmingly 99-0 vote later in the day. Her commission was issued on March 9 2010.
In 1991, Keenan was appointed one of the Justices on the Supreme Court of Virginia, succeeding Justice Charles S. Russell. In 2003, she was elected for a second term of 12 years on the Supreme Court. She is the sole Virginia jurist to be a judge at all levels of the Virginia justice system (District, Circuit, Court of Appeals as well as the Supreme Court). Sr. Justices Lawrence L. Koontz, Jr. and Leroy F. Millette, Jr. and Justice Cleo Powell have also worked at every level of the court system in Virginia. She is joined by the judge G. Steven Agee of this court as the second Virginia Supreme Court Justice (and the former Virginia Court of Appeals judge) to make it into the Federal appellate court in recent years.

Keenan is a native of Vienna, Austria, where her father, who was a very decorated World War II veteran, was in charge of intelligence operations following the war. Her family was from Northern Virginia. Keenan completed her bachelor of Arts degree from Cornell University in 1971 and her Juris Doctor from George Washington University Law School in 1974. She also received an Master of Laws degree from the University of Virginia School of Law in 1992.
From 1974 until the year 1976 Keenan served as an associate commonwealth’s lawyer in Fairfax County, Virginia, prior to entering private practice, first as a sole practitioner, then as a part of the firm of Keenan, Ardis and Roehrenbeck. She was appointed an adjudicator of the General District Court of Fairfax County then two years after, she, she became the first woman appointed to the Circuit Court judgeship by the Virginia General Assembly. She was appointed to be one of the initial 10 judges of the newly established Court of Appeals of Virginia which made her the first woman ever to serve as an appellate court judge of the state in Virginia. She was one of the few women to be a judge at all levels within the Virginia court system. In 2011 she wrote the foreword to the initial volume of Jurist Prudent. the collection of opinions from the ex- Supreme Court of Virginia colleague Sr. Justice Lawrence L. Koontz, Jr.
In Seay v. Cannon, on June 21, 2019, Keenan, who was joined by A. Marvin Quattlebaum Jr., ruled that double jeopardy bars retrial after a mistrial is granted over a defendant’s objection. Paul V. Niemeyer dissented. On March 30, 2020, the Supreme Court denied certiorari, although Justices Thomas, Alito, and Kavanaugh would have granted cert to the case.
