After 1992, Hay came back to London after which she was appointed ambassador to Uzbekistan and simultaneously (non-resident) ambassador to Tajikistan at the time of her appointment in. Hay became the first woman ambassador to Tashkent. She was the first female ambassador in Tashkent. was back the city of St Petersburg for a second term as Consul General until 2004.
Hay was named an Honorary Member of the Order of the British Empire (MBE) in the 1991 New Year Honours list; as a Companion to the Order of St Michael and St George (CMG) in the 1998 Birthday Honours; as a Lady Commandant of the Order of St Michael and St George (DCMG) in the 2008 New Year Honours; and in the end, as a Lieutenant the Royal Victoria Order (LVO) in 2008, following the Queen’s State visit to Turkey. She is a Fellow of the Royal Society of Arts (FRSA).

Education: Attended Boroughmuir the Senior Secondary School of Edinburgh Hay was employed by the Foreign and Commonwealth Office in 1971 as a visa officer. Hay began to study Russian in school, and continued her education in Russian through one period of time in Beaconsfield’s Defence School of Languages in Beaconsfield. Hay was sent at the Embassy of Moscow in 1975, as the Third Secretary. She was transferred into Johannesburg in the capacity of Vice Consul in the year 1978.
After a short time living in London, Hay worked in Montreal in 1985, as vice consul and commercial Lead before returning to Moscow in the role of first Secretary of Information in the year 1988. In the year that as the Russian Federation replaced the Soviet Union in 1991, the British Consulate General in St Petersburg was re-opened, and Hay was appointed the first Consul-General for the year 1991.
After a terrorist attack in Istanbul killed the Consul-General Roger Short and eleven other Consulate staff, Hay was appointed Consul-General there, a post that also involved serving as Director of Trade and Investment Promotion with UK Trade & Investment. Hay took up post as Consul-General in Los Angeles in 2009.
