Hochstein (born on January 4 1973) is an U.S. businessman, former diplomat lobbyist, politician and experts in energy, national security and the environment. He has been a member of his position in U.S. Congress, has presented testimony before panels of Congress and served in his time in the Barack Obama administration under Secretaries of State Clinton and Kerry. He was appointed as Deputy Assistant Secretary of State in the year 2011 and was appointed special envoy as well as coordinator in the area of International Energy Affairs. In 2015 the presidency of Barack Obama nominated Hochstein to as an Assistant Secretary of State in charge of Energy Resources but the Senate did not take action upon the nomination.

Hochstein began his work at the U.S. Department of State in the year 2011, and was a member of the newly established Bureau of Energy Resources. As the deputy of the Special Envoy Carlos Pascual, Hochstein worked to aid Ukraine locate new sources of natural gas following the events after the Russian invasion of Ukraine.

On August 1, 2014, Hochstein succeeded Carlos Pascual as acting Special Envoy and Coordinator of International Energy Affairs, and was permanently appointed to the position later in the year by Secretary Kerry. As the Special Envoy, Hochstein oversaw the Bureau of Energy Resources and advised Secretary of State John Kerry on global energy security and diplomacy, as well as integration of renewable and clean energy and related security matters. He also worked closely with officials at the White House’s National Security Council and other government agencies.

At the 2015 Renewable Energy Transition event hosted by the International Renewable Energy Agency (IRENA) and the Atlantic Council’s Global Energy Center, Hochstein stated that “unlike oil and gas, the technological advances we’re seeing in renewables are making them cheaper and better.” He further said: “U.S. energy security, energy sustainability and climate objectives are mutually reinforcing. As such, we are working to promote energy efficiency, conservation and transformation of energy systems. We are encouraging market reforms, such as the elimination of fossil fuel subsidies, that can address overall energy demand.”

Hochstein was also a Senior Policy Advisor for the Governor at the time, Mark Warner, and later as the Policy Director of Senate President Chris Dodd. The Dodd’s team was formed at the middle of 2007 and became his Policy Director throughout Dodd’s campaign for the 2008 Presidential campaign.

While in Cassidy & Associates, Hochstein also worked on behalf of the president of Equatorial Guinea Teodoro Nguema, Africa’s longest-serving dictator and to strengthen the relationship between and the United States. His book “Private Empire: ExxonMobil and American Power” two time Pulitzer Prize winner Steve Coll recalls that although Hochstein initially was uneasy about being uncomfortable with the Equatorial Guinea account, he helped in the creation of the “road map” of political changes , in conjunction with U.S. National Security Council which Equatorial Guinea would have to implement to demonstrate their willingness to make changes and strengthen relations with United States. The plans included release of prisoners and significant public investments in education and health care and Hochstein helped coordinate the publicizing of these ideas to and between Equatorial Guinea’s government as well as officials from the State Department. Hochstein along with other officials, including which the Secretary of State Condoleezza Rice and Paul Wolfowitz, said they were impressed by the willingness of Obiang to adapt and change. Equatorial Guinea under the Obiang regime is by all accounts one of the most free nations. Hochstein was adamant about the Obiang regime during an interview in The Washington Post. Hochstein stated that the progress and the support for the process of democracy in countries such as Equatorial Guinea needs to be encouraged and Western states should not be expecting changes to long-standing political reality overnight. In the end, Hochstein was forced to quit the lobbying account, but continued to be employed by Cassidy until 2006.

While at the State Department, Hochstein worked as a close advisor to Vice- President Joe Biden. He served in the administration from 2011 to 2017.
