He was the fifth child from Alhaji Abdullahi Shagali and also the fifth child of Hajia Zulaihat Shagali. He was educated at Bako Zuntu Nursery and Primary School, Zaria (1986-1993), Federal Government College, Daura in Katsina State (1993-1999), and Kaduna State Polytechnic Zaria (now Nuhu Bamalli Polytechnic) in which he was a candidate for an Interim Joint Matriculation Board exam in 2000.
On April 11, 2015. Shagali returned to represent his district in the state legislature.
