He made a fortune from Shanghai’s realty boom. Zhou was sentenced in November 2007 to 16 years imprisonment for stock manipulation fraud. Zhou is listed on the “Most Wanted” list by the Independent Commission Against Corruption Hong Kong.

Shanghai authorities arrested Zhou again on January 21st 2007 on charges that he had offered bribes to forger value-added taxes invoices. Zhou was also charged with embezzlement and bribery. The Shanghai Municipal No. 1 sentenced him to 16 years imprisonment in November 2007. 2 People’s Intermediate Court.

The Independent Commission Against Corruption of Hong Kong approved Zhou’s arrest on October 23rd 2006. Zhou was accused of providing false information to Hong Kong’s stock exchange regulators regarding his 2002 acquisition of a listed business. Sandy Mo Yukping, Zhou’s spouse, was sentenced in Hong Kong to three years imprisonment for manipulating Shanghai Land shares’ prices with the intent of defrauding investors.

Zhou was born in Yangpu District, Shanghai to seven children. He started work at age 17 and never finished high school. In 1978, he opened his Yangpu wonton restaurant. He opened Meitong Restaurant (Mei Tong Fan Dian) in Shanghai in 1989. In 1994, he opened Ah Mao Boiled Food (A Mao Dun Pin) and traded building materials in Shanghai. Zhou’s participation in China’s newly established stock markets and his trading of copper futures made him wealthy, which enabled him to take advantage of the volatile Shanghai real-estate boom.

Zhou was taken into custody in June 2003. He was placed under investigation for illegally purchasing state land and bank loans. He was sentenced to three- years in prison for stock exchange fraud on June 1, 2004. The sentence was relatively light and has led to speculation that he may be cooperating with authorities in other investigations, particularly Chen Liangyu and the then- Shanghai Mayor Huang Ju.
