Yuriy Kostenko (Ukrainian Iurii Ivanovich Kostenko – born 6/12/1951 in Nova Obodivka Oblast, Vinnytsia Oblast), is a Ukrainian politician who is also the leader of The Ukrainian People’s Party.
Kostenko was a presidential candidate in 2010. His party program included the recognition of veterans from the Ukrainian Insurgent Army. He received 0,22% votes during the election.
Kostenko and Ivan Plyushch merged the block Our Ukraine-People’s Self-Defense Bloc in July 2007. Both were re-elected as MP. Unlike many of his allies, Kostenko did NOT defect from the Our Ukraine grouping at parliament.

Kostenko has a Ph.D. from the Zaporizhia Institute of Machine-building. He was one of the founders and members of Rukh in 1989. He was elected a member in 2002 of Our Ukraine. He was the minister for environmental protection from 1992 to 1998. Kostenko was a candidate in the 1999 Ukrainian presidential election, where he received 2.17 percent of votes. Kostenko was involved with Ukraine’s nuclear disarmament which he later regretted and the handling of the Chernobyl aftermath.
Kostenko was the one who initiated the formation of the Ukrainian National Bloc in Kostenko and Plyushch before the 2006 parliamentary elections. This coalition has 1.9% of the vote but did not exceed the threshold of 3%.
Kostenko’s Ukrainian People’s Party competed on one single party under “umbrella” party Our Ukraine in the 2012 Ukrainian parliamentary election, together with Congress of Ukrainian Nationalists; this list won 1.11% of the national votes and no constituencies and thus failed to win parliamentary representation. Kostenko was second the election list of Our Ukraine. He did not participate in the 2014 Ukrainian parliamentary election.
