Sato was elected the Parliamentary Vice Minister for Economy, Trade and Industry in December 2012. This position allowed Sato to develop the growth strategy for “the Abenomics”. At the time, Prime Minister Shinzo Abe seized control of the government from DPJ, he also became the Minister for Internal Affairs and Communications. Sato was appointed the State Minister of Internal Affairs and Communications in October 2018. This position will oversee Japan’s telecommunications policy, including IoT, 5G, big data and artificial intelligence (AI), broadcasting and the Japan Post Group.
Noda and Sato publicly apologized before the 2009 general elections, in which Sato was given the seat of the Tokyo 5th district. After the overwhelming victory of the Democratic Party of Japan in the 2009 general election, Sato lost the Tokyo 5th district race, but was reelected to the House of Councillors. After five years of service in the House of Councillors (DPJ), Sato was sent back to the House of Representatives by LDP to run in the Osaka 11th District in the 2014 general elections. She won.

Sato is a native of Setagaya in Tokyo. She holds a bachelor’s degree from Columbia University in Political Science, a master’s in international affairs from Columbia University and a Ph.D. in economics from New York University. She studied abroad at the University of Paris (Nanterre), and the Graduate Institute of International and Development Studies, Geneva. In 1998, she began her career as an economist at Nikko Citigroup Securities. She then moved to JPMorgan Securities. Finally, she was appointed chief economist at Credit Suisse First Boston.
Sato was elected to Congress in 2005 as part of a group of Liberal Democratic Party (LDP), candidates hand-picked and selected by Prime Minister Junichiro Koizumi. Sato was elected to Seiko Noda in the Gifu 1st District. Noda had left the LDP to oppose Koizumi’s plan to privatize Japan Post. Noda won the district but Sato won through proportional representation.
While being economist in the financial industry, Sato also served as a member of the Industrial Structure Council of the Ministry of Economy, Trade and Industry (METI), a member of the Working Group on Taxation Problems of the Ministry of Finance (MOF), an advisor to LDP’s committee on fiscal reconstruction, as well as providing policy recommendations to members of the Bank of Japan’s Policy Board, and other ministries, including the Cabinet Office, of the Japanese government.
