She was both the first and youngest black MNA, as well the first black cabinet minister in Quebec’s history. She was a member of the Quebec Liberal Party and represented the multicultural riding of Nelligan on the Island of Montreal between 2004 and 2014.
In 2007, Jean Charest asked her to be the Minister of Immigration and Cultural Communities of the Quebec Premier Jean Charest’s minority government cabinet. She was made Family Minister in 2010 after Tony Tomassi’s abrupt resignation. She retained the Family portfolio in cabinet shuffles of August 2010. However, she lost her culture- and immigration duties to Kathleen Weil.
On February 12, 2017, James confirmed on Twitter that would be seeking the Liberal Party of Canada’s nomination for the Saint-Laurent federal electoral district. A 26-year-old high school teacher, however, defeated James for the Liberal nomination in that riding. Emmanuella Lambropoulos beat James and tax law professor Marwah Rizqy to secure the nomination.
In a by-election on September 20, 2004, she was elected first to the National Assembly of Quebec in the riding of Nelligan. In 2007, 2008, 2012 general elections, she was re-elected.
