He is most famous for his role in establishing and managing Microsoft’s speech and languages initiatives, as well as his innovative work in Microsoft’s intermodal MiPad prototype that Bill Gates demonstrated at the Consumer Electronics Show in 2001. Huang played a key role in the development of Microsoft’s Speech Application Programming Interface (SAPI) in 1995, and has introduced a variety of services for speech and language since. From 2000 until 2004 Huang was the director general in Microsoft’s Speech Platforms Group and shipped Microsoft Speech Server and other voice technologies that are used for Microsoft Windows, Microsoft Office, Windows Mobile and Microsoft Exchange Server. Microsoft Response Point received 2009’s Technology of the Year Awards as the top VOIP phone system by InfoWorld Magazine. From 2009 until 2014, he was the Chief Architect of Bing. He is now a CVP overseeing Microsoft’s global Speech and Language responsible for Microsoft Cortana, Microsoft Translator, Office 365, Microsoft Windows, Microsoft Azure, as well as many third-party language and voice services.
Huang was born living in Hunan, China and became an US citizen in the year 1995. He earned his B.S. qualification in computing science at Hunan University in 1982, his MS in computer science from Tsinghua University in 1984, and his PhD in electrical Engineering at the University of Edinburgh in 1989.

Huang has co-authored more than 100 publications and two volumes: Hidden Markov Models for Speech Recognition, (1987) and Spoken Language Processing the Prentice Hall](2000). In 2014, he co-authored an historical review of speech recognition alongside Raj Reddy and James K. Baker for the Department of Communications of the ACM that covered the many generations of research in speech. He was the leader of his team in achieving a historical human parity benchmark for the transcription of speech conversations on the Switchboard task. He also was the leader of his teams to achieve more historical human parity milestones Chinese as well as English Machine Translation on the WMT-2017 task. He was elevated to CTO , allowing him to oversee Azure AI Cognitive Services in 2020.
Huang was accepted into Carnegie Mellon University in 1989 and collaborated together with Raj Reddy and Kai-Fu Lee on the subject of speech recognition. In CMU, Huang directed Sphinx-II speech system research and earned the highest score in each area of DARPA’s benchmarking in 1992. He was awarded the Allen Newell research excellence medal for his work in speech recognition, in 1992 and the IEEE Speech Processing The Best Paper Award in 1993. He was elected an IEEE Fellow in 2000, and a Fellow of IEEE in 2000. He was also elected was elected a Fellow of the ACM in 2017.
