Scruggs was signed to a single-year $1 million deal for the NC Dinos of the KBO League on the 26th of December 2016. He was released after the season of 2018.

In November of 2015 Scruggs signed an agreement with minor leagues the Miami Marlins. The team called him up from Triple A in order to play first position for the Marlins on the 19th of August 2016 and hit his first homer of his career with a two-run blast off Pirates pitcher Chad Kuhl, in a 3-1 Marlins victory on the 20th of August. On the 24th of October He was kicked out of the 40-man roster of the team.

Scruggs was chosen in the Seattle Mariners in the 50th round of the 2005 Major League Baseball Draft out of Poway High School in Poway, California, but did not sign and instead attended at the University of Nevada, Las Vegas (UNLV) to play in the college baseball team of the UNLV Rebels. In his three seasons at UNLV the player scored .328/.427/.652 including 112 run batted into. After his junior year Scruggs was chosen with the St. Louis Cardinals in the 19th round of the 2008 Draft.
