O’Dea initially held office in the form of an Fianna Fail Member of Limerick County Council. He served as a Limerick County Council member until 1992. He first sought an election to Dail Eireann in the general election of 1981 however, he was unsuccessful. In 1982, he was elected as a Dail after his second try in February 1982’s general election in Limerick East. Following a cabinet reshuffle in September 2004, O’Dea became Minister for Defence. His tenure commenced as the army deafness compensation issue was starting to come to an end.

In November 2005, O’Dea was photographed during a media event at the Curragh Camp pointing an automatic pistol at a photographer. The photo appeared on the front page of The Irish Times the following day. O’Dea apologised saying that it was not his intention to glamorise gun crime.

Following the general election in 1997 and with the help by The Progressive Democrats, Fianna Fail were back in power, with O’Dea was appointed Minister of State for the Department of Education and Science. In this position, he was responsible for Adult Education as well as for the School Transport Scheme. He was in charge of reforms and increased funding for adult education as well as back to school initiatives beginning with the release of Green Paper in November 1998.

Willie O’Dea (/’ D i DEE born on 1 November 1952) is an Irish Fianna Fail politician who has served as the Teachta Dala (TD) for the Limerick City constituency since 2011 prior to that, from 1982 until 2011 in the Limerick East constituency. He was previously Minister of Defence from 2004 until the year 2010, Minister of State in charge of disabilities Issues from 2002 until 2004 Minister of State in the area of Education from 1997 until 2002 and Minister of State in the Department of Health from 1993 until 1994 as well as Minister of State in the Department of Justice from 1992 until 1994.

As his former colleague in the constituency Desmond O’Malley, O’Dea was opposed to the leadership of Charles Haughey in the 1980s and became part of the so-called Gang of 22. After the formation of the Progressive Democrats by Desmond O’Malley in 1985, O’Dea became the only Fianna Fail TD in the five- seat Limerick East constituency.

Following the 2002 general election, O’Dea became Minister of State at the Department of Justice, Equality and Law Reform with special responsibility for Equality Issues. His main function during this period was the passage of the Disabilities Bill, which the government had been forced to withdraw in early 2002 in the teeth of opposition from the disability sector. After a number of changes, including a form of the independent assessment of needs demanded by the disability organisations, O’Dea reintroduced the Bill in September 2004 along with an implementation package.
