On March 10 2017 Conley granted a petition to block the Trump administration from enforcing the newly-revised travel ban on the Syrian family living in Aleppo. Aleppo in Aleppo, stating that the constant threats made against the family’s spouse and child could result in “irreparable harm”. This was the first ruling in its type since the issuance of the executive order that was followed by another. The federal suit had had been filed in February in protest of the travel ban, but was dismissed after the decision of Conley following the order’s being rescinded. A new suit was filed following the the second order stated that the new ban as infringing on the man’s right to right to religious freedom and to the due procedure.
In Rice Lake, Wisconsin, Conley was a student at the St. Joseph’s school in the elementary grades as well as Rice Lake High School. He graduated with the Bachelor of Arts degree in political science from the university of Wisconsin- Madison in the year 1978, and an Juris Doctor from the University of Wisconsin Law School in 1982. The law school elected him as a member of the Order of the Coif and was editor of articles for The Wisconsin Law Review. He was an attorney for Justice Thomas E. Fairchild on the United States Court of Appeals for the Seventh Circuit from 1982 to 1984.

He concluded that power lay with Wisconsin’s executive and legislative branches, writing “As much as the court would prefer that the Wisconsin Legislature and Governor consider the public health ahead of any political considerations, that does not appear in the cards. Nor is it appropriate for a federal district court to act as the state’s chief health official by taking that step for them.”
