Rasmussen (born 21 March 1958) is a Cook Islands politician and former Cabinet Minister. He is the leader of the Cook Islands Democratic Party, and also represents the Cook Islands Democratic Party’s constituency of Penrhyn.

Rasmussen served as co-president for the Joint Parliamentary Assembly up to December 2009, and was replaced by Charles Milupi (Zambia) in December 2009.

He was re-elected at the 2010 election. He became Leader of the Opposition in February 2012 after Democratic party leader Robert Wigmore was granted medical leave from Parliament. Following Wigmore’s death in April 2012 he became acting leader of the Democratic Party. His position as party leader was confirmed in August 2012.

After narrowly winning reelection during the 2004 elections, Rasmussen was brought into the cabinet of coalition minister Jim Marurai, replacing Piho Rua as Minister of Culture and Tourism. He was then promoted to the position of Foreign Minister. He switched allegiances toward the Democratic Party shortly before the elections of 2006, which led to him being elected without opposition. He was elected as deputy leader in the Democratic Party in August 2007 in place of Tepure Tapaitau. currently is the director for Finance & Economic Management, Attourney-General as well as the Pearl Authority.

Rasmussen was born on Omoka located on the Island of Penrhyn. He studied at in the University of Auckland, graduating with the degrees of Bachelor of Arts and a Master of Arts as well as a the Bachelor of Laws. After practicing as a Solicitor and Barrister and Secretary, he was appointed Secretary of the Cook Islands Cabinet, then High Commissioner to New Zealand from 2000 to 2002.

The first time he was elected to Parliament was during a by-election in 2002, he was a member of the Cook Islands Party. In the early days of his political career, he challenged the legitimacy to two Government MPs to serve in Parliament, arguing that they were consultants for a fee and therefore were public officials. The appeal was unsuccessful.

Rasmussen was Minister of Foreign Affairs & Immigration, Marine Resources, and Tourism until 28 July 2009 when he was sacked by Jim Marurai for “disloyalty”. He was subsequently expelled from Cook Islands Democratic Party on 25 August
