Harper was a member of the Utah House of Representatives from January 1, 1997, until November 30, 2012, in the District 43 seat.
In the year 2018 Harper supported SB136 which was enacted into law. Along with other provisions included in the bill is an annual registration fee that can be up to $120 for vehicles that are clean air. The new fees were resisted by environmentalists like the non-profits Breathe Utah in addition to Utah Clean Energy which has said that the fees are not a good idea. Environmentalists have expressed concern that the charges will hinder the adoption of electric vehicles and lead to lower conditions for air pollution in Utah.
In 2016, Senator Harper adopted Senate Bill 210, which defines and regulates the use of drones for recreational purposes in Utah. The law also grants local police the power to take down drones when they’re not in compliance with the law and also if they is not a threat to animals or people. The bill doesn’t cover commercial drones.
