Oveson was born on the 22nd of May 1952, at Provo, Utah and raised in Orem, Utah, where his father was employed by Geneva Steel. He was a student at Brigham Young University and earned an accounting degree. He earned the title of certified public accountant. He worked with one of the Orem Accounting firm for a number of years before launching his own accounting and auditing company.

After his second term ended, Oveson was appointed Chairman of the Utah State Tax Commission in 1993 by Governor Mike Leavitt. In his capacity, he designed the processes and computer systems for the commission. He also developed the Utah Tax Law Library on CD-ROM. The position he held until 1998 in which he was appointed the first chief of the Office of the Taxpayer Advocate This position was created through legislation that was approved in Congress during 1996. In his new position, Oveson led 2,300 employees at 74 sites across the U.S., reported independently to Congress on issues that affect America’s taxpayers and provided legislative and administrative solutions to prevent the issues from returning.

In 1984, instead of seeking re-election, Oveson was chosen as the running companion of Republican governor Candidate Norm Bangerter. Bangerter and Oveson were victorious in the Republican primary in August 1984, beating Dan Marriott, a wealthy congressman with a well-funded campaign that was supported by the party’s leadership. In elections in general Bangerter along with Oveson won over the Democratic pair consisting of ex-Congressman Wayne Owens and Dale Carpenter who was then Director of the State Department of Community and Economic Development. Bangerter and Oveson got approximately five percent of the votes. They were re-elected with a narrow margin in 1988. As lieutenant governor Oveson led a statewide performance audit that aimed to reduce the costs of government. In the year 1990, Utah was named “Best Managed State” by Financial World.

Wilford Val Oveson (born on February 11 1952) is an American Republican Party politician in the state of Utah. Oveson has held various State offices in Utah including his third lieutenant governor position in Utah and the Federal position for the position of National Taxpayer Advocate for the Internal Revenue Service. He is a resident of Bountiful, Utah.

Oveson began his political career after an impressive run for the office of Utah State Auditor in the year 1980. The presumptive Republican candidate was disqualified from running due to the fact that he was not a resident of Utah for the mandatory five years. Oveson was elected the Republican candidate instead, and shortly became the youngest candidate to a statewide position for Utah aged 28. His work as State Auditor prompted Utah House of Representatives Speaker Norm Bangerter to declare that the auditor “audit[ed] like a junkyard dog.”

In 2000, Oveson joined PricewaterhouseCoopers, where he was a managing director and lead of the knowledge management function for the state and local tax group. He was based in Washington, D.C. In 2003, Governor Leavitt selected Oveson as Utah’s Chief Information Officer. Oveson was confirmed by the Utah Senate and served until the end of Leavitt’s term. In 2004, during his tenure as state CIO, Oveson was named one of the Public Officials of the Year by Governing Magazine for his work in eGovernment.
