On May 6, 2017, the President of Ukraine signed this law.

Volodymyr Volodymyrovych Omelyan (Ukrainian: Volodimir Volodimirovich Omelian ) (January 30 1979, Lviv) is an Ukrainian politician and diplomat. He was a former Ukrainian infrastructure minister under the administration that was headed by Volodymyr Groysman.
From 2000 to in 2008 Omelyan worked within his position at the Ministry of Foreign Affairs of Ukraine. Omelyan then worked for the Embassy in Ukraine at Vienna, Austria. Omelyan was transferred during two consecutive years, to work for an organization called the Ministry of Environmental Protection. In 2016-2017, more than 3000 km of roads were repaired and built, which is more than in the previous 10 years. In 2018 a record 4000 km of highways are planned to be rehabilitated. Reform of road sector of Ukraine was carried out – Ukravtodor was decentralized and the Road Fund of Ukraine was created.
