Vladislav Goranov was born on 30 April 1977 in Pleven. He was a deputy Finance Minister during Boyko Borissov’s first administration as well as a Member of parliament within the 42nd National Assembly and Minister of Finance (2014 from 2014 to 2017.) within Boyko Borissov’s re-election in the second government. Since May 4, 2017, the minister has been again minister of Finance for the Republic of Bulgaria in the government of the political group Citizens for European Development of Bulgaria and the party of the United Patriots (from the former party’s statement). Goranov was a student at the School of Mathematics “Geo Milev” in Pleven. Between 1994 and 1999, Goranov graduated from the Economics department of the Economic academy “Dimitar Apostolov Tsenov” in the city of Svishtov. The master’s degree is in Accounting and Control. After that, he began his career with the public sector. He also holds an academic doctorate in the University of National and World Economy in the department “Human Resources and Social Protection”.

Between November 2014 and January 2017 he was a Minister of Finance of the Republic of Bulgaria. After a brief absence in May 2017, he was appointed a second time as Minister of Finance. In his capacity as Minister, as well as a member on the Board of Governors at the European Investment Bank as of 17 May 2017. In the initial Bulgarian presidency in the Council of EU in the beginning of the year Goranov became the very first Bulgarian Finance Minister to chair of the Economic and Financial Council (Ecofin).

From August 2009 to April 2013, he held the post of Vice Minister of Finances. He was a parliamentarian during the 42nd National Assembly which he quit in February 2014 on his own. Then he was appointed an executive director as well as a member in the director’s board at Municipal Bank.
