Vladimir Pekhtin was born on 9 December 1950 in Leningrad. He was a student at Leningrad Polytechnic Institute, graduating in 1974 with an engineering degree in hydraulics. in 1997 Pekhtin earned the Candidate of Sciences degree from the Saint Petersburg State Technical University. He was awarded his Doctor Nauk degree in 1999.

Pekhtin got elected into the 3rd Convocation of the State Duma in 1999. He was the head of his party, the United Russia party in the State Duma from April 2001 until December 2003. On March 29, 2003 Pekhtin has been elected to the Supreme Council of the United Russia party. Pekhtin was elected for the 4th convocation of the State Duma in December 2003. He was appointed the Deputy Chairman of State Duma and was the first Vice-Chairman of the United Russia party. In 2007 He was elected at the convocation’s fifth session of the State Duma.

In 2011, Pekhtin had declared an income of 2.15 million rubles.
