Viktor Arkadyevich Tyulkin (Russian: Viktor Arkad’evich Tul’kin ) (born on the 14th of May 1951, in Vladivostok) is a Russian Communist politician. Tyulkin is the head in the Russia Communist Workers Party, also known as the Revolutionary Party of Communists (RKRP-RPK) which is which is a Communist hardline political party. The RKRP-RPK believes that it to be the Communist Party of the Russian Federation (CPRF) to be reformist. However, during the 2003 Duma Election Party’s leaders teamed up with the CPRF to increase the number of communist voters. Tyulkin has been elected into in the Duma for CPRF but remained an RKRP-RPK member.

In the KhKhKh, KhKhKhI and KhKhKhII congresses in 1998, 1995 and 2001, he was picked by the Politispolkoma SKP KPSS members.
