Viktor Shokin is one of the most popular and richest Jurist who was born on November 4, 1952 in Kyiv, Ukraine. Shokin was born on November 4, 1952, in Kiev. After finishing his studies at the Kharkiv Law Institute (today Yaroslav Mudryi National Law University) in the year 1980, Shokin worked for the Prosecutor General Office as an investigator up to 2001. in an interview to Ukrayinska Pravda he stated that Shokin was forced to quit in 2001 because he refused to investigate the case of Yulia Tymoshenko.

The year 2015 was the time that Shokin took over as the Prosecutor General, assuming the investigation. The Obama administration, along with other non- governmental and government organizations began to be concerned about the fact that Shokin was not doing enough to combat corruption in Ukraine and was defending the ruling class and was considered “an obstacle to anti-corruption efforts”. As well as other things Shokin was slow to complete the probe of Zlochevsky as well as Burisma and Zlochevsky’s friends and allies, was using threats of prosecution to get payments by Zlochevsky. Zlochevsky and his team to the point where Obama officials were contemplating initiating their own investigation into the company to look for the possibility of money laundering.

In early April 2015, Shokin stated that the General Prosecutor Ukraine (GPU) files about criminal orders from former General Prosecutor Viktor Pshonka had disappeared, along with Pshonka’s secret casework and secret materials. Shokin stated, “I will tell you more: not only criminal cases, but secret materials are missing – secret casework. Including, as far as Victor Pshonka’s orders were concerned.” (Russian: Виктор Шокин: “Я вам больше скажу: пропали не только уголовные дела, но секретные материалы – секретное делопроизводство. Shokin was appointed Prosecutor General of Ukraine on 10 February 2015, replacing Vitaly Yarema. He was a controversial appointee due to his perceived role in blocking prosecutions against those accused of shooting demonstrators in the 2014 Ukrainian revolution. As Prosecutor General, he was accused of blocking major cases against allies and influential figures and hindering the fight against corruption in Ukraine.

When he visited Kiev in December of 2015, then-U.S. Vice-President Joe Biden warned Ukrainian President Petro Poroshenko that should he not remove Shokin then the Obama administration would hold back $1 billion in loan guarantees. Biden later added: “I looked at them and said, ‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money.’ […] He got fired. And they put in place someone who was solid at the time.” Shokin was fired by the Parliament in the middle of March 2016.

In 2012, Ukrainian Prosecutor General Viktor Pshonka began investigating Ukrainian Oligarch Mykola Zlochevsky who is the who is the owner of natural gas firm Burisma Holdings, for allegations of tax evasion, money laundering avoidance, and corruption from the period of 2010-2012.

In response to a query from Ukrainian News Agency in late 2019, the Security Service of Ukraine (SBU) acknowledged that it is continuing to investigate the attempted assassination of Shokin.

Through 2015 and early 2016, domestic and international pressure (including from the IMF, the EU, and the EBRD) built for Shokin to be removed from office. On February 2, 2016 Shokin arrested the property of Mykola Zlochevsky, the owner of Burisma Holdings. Previously, the investigation of Burisma had been shelved by his predecessor in 2014. The Obama administration withheld $1 billion in loan guarantees to pressure the Ukrainian government to remove Shokin from office. His defenders nonetheless argued that he played an important role “balancing competing political interests”. His Deputy Prosecutor, Vitaly Kasko, announced his resignation on 15 February 2016 denouncing the corruption and lawlessness of the Prosecutor’s office.

Bush administration, said that Shokin’s support of Firtash, who had been arrested for bribery in 2014, undercuts Shokin’s claims to be motivated by transparency.
