Carillo was a member of the Railroad Commission until 2011, when his term as an elective member ended. He ran to re-elect himself in the statewide Republican primary in March, 2010 however, he was defeated by a newcomer David J. Porter, an accountant from Giddings who won 732,892 votes (60.7 percent) in comparison to Carrillo’s 474.096 votes (39.3 per cent). In the November 2 general election in 2010, Porter then defeated the Democrat Jeff Weems, an oil and gas legal professional from Houston.

Carillo was appointed to Carillo joined the Railroad Commission, the state’s natural gas, petroleum regulator for pipelines and petroleum as an appointee to governor Rick Perry. In 2004, he ran for an elective seat on the Railroad Commission, failing to get the nomination outright and securing the Republican nomination following an election runoff with the controversial Robert Butler. In the general election of 2004, the incumbent won the full term of six years on the Commission beating Democrat Bob Scarborough.

The son of immigrants of Mexico, Carrillo is a native of Abilene, Texas. He graduated with the bachelor of science degree in geology at Hardin-Simmons University in Abilene. He later went to Baylor University in Waco, where he received an advanced degree in geology, as well. From 1988 to 1994 , he was geophysicist in the petroleum field for Amoco. He went to law school during the night, and in 1994 earned his J.D. diploma in the University of Houston Law Center. From 1994 until 1996, he worked as an attorney with his office at the Texas General Land Office under the direction of Democratic Commissioner Garry Mauro.

Returning back to Abilene in 1996 and did a stint as a teacher of politics for a short time at Hardin-Simmons and was a member of the city council in the capacity of assistant city attorney, while running an attorney practice. The couple, he and Joy McClellan Carrillo, have three daughters. While they were in Abilene they attended Abilene Bible Church and Carrillo was a part of Abilene’s Chamber of Commerce, the Abilene Hispanic Leadership Council Keep Abilene Beautiful, the Salvation Army, and the advisory board of the Texas Journal of Oil, Gas, and Energy, published by the University of Texas at Austin School of Law. The judge was named Taylor County Judge, and in 2002, he ran for and won election to a full four-year term for the post. But he only was only in office for a mere two months of his term, prior to resigning in February in order to take a governorship nomination on the Texas Railroad Commission, filling the vacant seat of Tony Garza, who had left for the position of U.S. Ambassador to Mexico.
