After his return from the Middle East, he entered an election in his seat in the Tennessee State Senate in 1992. The opponents were Anna Belle Clement O’Brien, the younger sister and close friend of the late Governor from Tennessee Frank G. Clement. When Hilleary fell, he was in an extremely competitive race, so the race was so hot that he was invited to participate in into the Republican race in the 1994 primary to run for the Fourth Congressional District. The seat was becoming vacant since the incumbent and the six-term Democrat Jim Cooper, was running for the United States Senate. Hilleary was able to win the Republican primary and then faced Democratic candidate Jeff Whorley, a former adviser to Cooper in the primary election. This was the first major effort that Republicans were able to make in this district following its inception following the census of 1980. Hilleary was able to win by 14 points. Even with the huge Republican wave that was sweeping through the state in that year Hilleary’s win was somewhat of a shock.
Hilleary was a candidate for the United States Senate seat then held by Congress Majority Leader Bill Frist, who did not run for re-election because he had promised not to serve more than two terms when first elected in 1994.
Hilleary was considered a logical choice for the Republican gubernatorial nomination in 2002, withstanding a challenge from the party’s moderate wing made by Jim Henry, former minority leader in the Tennessee House of Representatives and former mayor of Kingston. Henry’s race was largely supported and financed by members of the inner circle of unpopular outgoing GOP governor Don Sundquist, a fact resented by many grassroots activists, and Hilleary defeated him by a wide margin.

It extended between to the Virginia frontier within East Tennessee to the Mississippi border in Middle Tennessee. Prior to Cooper’s victory in 1982, the majority of the district’s eastern region wasn’t elected by the same Democrat since prior to the Civil War. But its layout made it difficult to challenge an incumbent during a normal election year. In the past it is spread out across five areas (the Tri- Cities, Knoxville, Chattanooga, Nashville and Huntsville, Alabama) and two time zones. Often, the budgets for advertising in the 4th compete with the ones for statewide elections. This pattern continues, Hilleary was reelected three times from the district without difficulty and even increasing his margin each time. His 56 percent margin in 1994 was the lowest margin in his entire congressional career. He also was able to win easily in 1996 when Bill Clinton carried the district in the presidential election , largely because of Al Gore’s appearance on the ticket. Gore was the representative for a large portion of the western part of this district during Congress between 1977 and 1983.

William Vanderpool “Van” Hilleary (born on June 20th 1959) is an American politician who was the U.S. Representative for Tennessee’s 4th congressional district between 1995 until 2003. He is a part of the Republican Party.
Hilleary was raised in Dayton, Tennessee, the seat of Rhea County. He grew up in close by Spring City, where his family ran an enterprise that manufactured textiles. Hilleary graduated from University of Tennessee in 1981 in which he was a member of the Sigma Chi Fraternity. He was a participant as a member of the Air Force ROTC program at the University of Tennessee and served in active duty from 1982 until 1984. He is a member of the Air Force Reserve since that time. Hilleary completed his studies at his degree at the Cumberland School of Law of Samford University in Birmingham, Alabama in the year 1990. He was part of two volunteer tour of duty in Operation Desert Shield and Operation Desert Storm. In the Gulf War, Hilleary flew 24 missions as a navigator in C-130 aircraft.
