Radaev was born on the 2nd of April 1961 from the city of Blagodatnoe located in the Khvalynsky District of Saratov Oblast. Between 1980 and 1982, the man was a soldier for the Soviet Army, and from 1983 onwards, he was employed in agricultural companies. His first position in the field was that of an engineer for machines. From 1993 to 1996 , he was the head of Blagodatinsky the state-owned farm.

On March 23, 2012 Valery Radaev was appointed acting Governor for Saratov Oblast following resignation of Governor Pavel Ipatov. The 2nd of April, 2012 Dmitry Medvedev, the then President of Russia demanded to the Saratov Oblast Duma to appoint Valery Radaev as Governor of the region.

On April 5, 2012 The Saratov Oblast Duma approved Valery Radaev to be the Governor for the Saratov Oblast. He is a part of the United Russia party, holds an PhD qualification in sociology. His wife is also married. He has one son. Radaev is regarded as the defender of his predecessor, the former vice head of presidential staff Vyacheslav Volodin as a friend and fellow citizen. In November 2013, he became a member of the Supreme Council of United Russia.

From 5 April 2012 onwards he has been the Governor of Saratov Oblast. He replaced Governor Pavel Ipatov who resigned on 23 March 2012.
