Tursunbai Bakir Uulu (born 17 March 1958 Kara-Suu, Osh Oblast) is an Osh Oblast Kyrgyz politician as well as a former ombudsman and presidential candidate. He is the leader of Erkin Kyrgyzstan, the main political group Erkin Kyrgyzstan (ErK). An educator by profession as well as a historian and doctor of philosophy, He is married to four children.
He is often open in his criticism of Askar Akayev who was the Kyrgyz President who was ousted on 24 March 2005, during the Tulip Revolution, Bakir Uulu demanded the abolition executions as well as his release Felix Kulov from prison, the lifting of the prohibition against members of the Islamic group Hizb ut Tahrir, and said that the election for the legislature of 2005 was the most unfair and free election the country has ever witnessed.
He was elected to the Kyrgyz Parliament in October 2010 as a member of the Ar- Namys party, and was sworn in as a member of parliament on November 10, 2010.
Bakir Uulu was a candidate for the July 2005’s presidential elections, but was defeated by the his predecessor, former president Kurmanbek Bakiev.

He graduated from Kyrgyz National’s history department (1982). He also completed his studies in Ukraine. From 1989 to 1995 the time he was a part of the Association of the Young Historians of Kyrgyzstan. He was employed in Osh State University. In 1995, he was elected as a member in the legislative assembly following his contribution to the formation of the Erkin Kyrgyzstan Progressive Democratic Party political party. In 2000, he received another mandate, then two years after, he, he was appointed Kyrgyzstan’s inaugural Ombudsman. He served as Ombudsman until February 2008.
Since 2009 he is the Kyrgyz Ambassador to Malaysia.
