The Taiwan High Court found Tsai guilty of bribery, in 2011 in the midst of eighteen years of proceedings. Following a second trial, Tsai was determined to be free of any charges. In the aftermath of additional appeals Tsai was found not guilty by the Supreme Court upheld the High Court’s decision that found him not guilty in the year 2016.

Tsai Huang-liang Chinese: Cai Huang Lang Born 5 July 1960) is a Taiwanese politician from Taiwan.
The Kaohsiung incident occurred when Tsai was a member of the Republic of China Armed Forces. Following his release of the army, Tsai was a vocal advocate for further democratic development of Taiwan. Tsai was appointed to the Puli township’s council in the year 1984. He was a member of the Democratic Progressive Party in 1987 after the end of martial law and other restriction on parties that opposed. Tsai became a member of The Nantou County Council and worked for legislator Hsu Jun-shu prior to his election in 1995 into become the Legislative Yuan. Tsai was appointed the head for the DPP caucus in 2001 before then becoming the caucus’ whip in 2004. Then, in 2005 Tsai temporarily resigned the state legislature in order to contest the office of Nantou County Magistrate. Since the year 2006 Tsai served as the group’s deputy secretary general and spokesman. As a legislator Tsai was a participant in numerous discussions regarding national defense. He also was a member of the Foreign Affairs and National Defense Committee. In the year 2010, Tsai helped the Taiwanese man with an exchange of Bolivian citizenship, so that the man could pursue a career. In the following calendar year Tsai is one among several DPP lawmakers to publicly accuse China of interfering with Taiwan’s election. Following the influx in cheap hairy crabs into Taiwan’s market in 2012, Taiwanese market , Tsai was the one to call for a study look into the quality of import hairy crabs. The following the same year Tsai was critical of his country’s United States for tying beef imports from the United States to Trade and Investment Framework Agreement discussions. in 2013, Tsai was planning to run for the Nantou County magistracy for the second time, but he later put his bid on hold. When the 2014 Taiwan food scandal erupted, Tsai was critical of Taiwan’s Ministry of Justice for ineffectiveness when it came to handling the related cases. In 2016 he was selected to join the New Southbound Policy committee.
