Hebert is the son of Elton Charles Hebert (1930-2005) and Mary Ann Guillotte. The father is of 2 children: Hailey as well as Cade Hebert. He completed his diesel mechanics training at a vocational school , and then went to at the University of Louisiana at Lafayette and later it was known as the University of Southwestern Louisiana. From 1983 until 1988, he worked as a sugarcane farmer. Hebert declared in June of 2010 that he would not run for another term in the Louisiana senate in the autumn of 2011. He removed himself from the senate on the 24th of November 2010 to accept the position of commissioner for the Louisiana Office of Alcohol and Tobacco Control. The position is his successor to Murphy Painter who resigned in August of 2010. The salary is $107,000 per year. State Rep. Fred Henry Mills, Jr. from St. Martin Parish won the special election to fill Hebert’s unfinished Senate term, by defeating a number of opponents including House co-representative Simone B. Champagne of Jeanerette.

In 2007 Hebert was a term-limited member of his state House in District 49 (Iberia and Vermilion parishes). Then, he was chosen as an Democrat representing District 22 to the State Senate. He was elected in the general election against Republican Jeff Landry, 52-48 percent. In 2010 Landry got elected into his seat in the United States House of Representatives to succeed Charlie Melancon, who lost the U.S. Senate race to David Vitter. Following the election Hebert became chairman of the Senate Environment Committee. Then, he was appointed be the chairman of the Senate Insurance committee.

Troy Michael Hebert (born April 19 1966) is a politician from Jeanerette, Louisiana, who was the previous Director for the Louisiana Office of Alcohol and Tobacco Control (ATC). Hebert was appointed the commissioner in the hands of Republican governor Bobby Jindal and served in the post until December 15, 2015. He has been a member of both the Louisiana House of Representatives and Louisiana State Senate.

Hebert was a member from 1991 until 1995 as a member of his position on the Iberia Parish Council, equivalent to county commissions in the majority of other states. He then was appointed for 3 terms of the Democrat for the Louisiana House. Hebert was chairperson of the House Insurance Committee before being removed in March of 2004 by speaker Joe R. Salter after Hebert opposed the renewal of the tax on business utilities.

In March 2010, Hebert changed his party affiliation from Democrat to Independent. This move made Hebert one of the only senators in recent history to be registered as an independent.
