The year 1983 was when Marshall got a job at the most reputable Texas company Haag Engineering and eventually became an Engineer in the Senior Division and Meteorologist. At Haag Marshall, he travels often to assess storm damages across in the United States. He has completed more than 10,000 damage surveys for hailstorms, tornadoes, as well as hurricanes. Some of the most famous tornadoes he has surveyed include the F5s in Jarrell, Texas (1997), Bridge Creek, Oklahoma (1999), Greensburg, Kansas (2007), Alabama (2011), Joplin, Missouri (2011) as well as Moore, Oklahoma (2013). Marshall was selected by the National Oceanic and Atmospheric Administration (NOAA) to serve on their Quick Response Team (QRT) where he has surveyed tornado damage in Alabama and Georgia in 1994, Nashville, Tennessee in 1998, La Plata, Maryland in 2002, Parkersburg, Iowa in 2008, the 2011 Super Outbreak, the 2011 Joplin tornado, and the 2015 Dallas-Ft. Worth Metroplex tornadoes. He was on the development team of the Fujita Scale Enhancement Project which produced an Enhanced Fujita Scale to update the original Fujita scale of tornado intensity. He was also a major contributor to the committee to update the Saffir–Simpson scale. He has been a principal trainer in damage surveys for the National Weather Service (NWS) since the 1990s. Between 2006 and 2012, he was elected to serve on the Severe Local Storms committee for the American Meteorological Society. In 2009 and 2010, he was part of the government sponsored VORTEX2 experiment working on the Center of Severe Weather Research (CSWR) team with Joshua Wurman. In 2012 he continued working with CSWR on the ROTATE (Radar Observations of Tornadoes and Thunderstorms Project). His job was to deploy in-situ pods in the paths of tornadoes and perform mobile mesonet transects of storm environments.
Marshall was a student at Northern Illinois University (NIU) in DeKalb and graduated with an B.S. degree in geography, with the concentration in meteorology in the year 1978. When he was a freshman at the class surveyed the paths of tornado damage from the 1974 Super Outbreak during an informal visit into the National Climatic Data Center (NCDC) to gather information on severe weather. In the following days, he and other students went to the National Severe Storms Forecast Center (NSSFC) and were able to acquire an extensive collection of items that the library was throwing away and formed the basis of his library.

Marshall was the son of Charles Marshall and Catherine Marshall in Evergreen Park close to Chicago in 1956. Marshall was then raised within Oak Lawn, then in Oak Brook. Oak Lawn was heavily damaged in the iconic 1968 Oak Lawn tornado outbreak of April 21, 1967 at the age of 10, he was aged. It was the F4 “Oak Lawn tornado” hit about 4 miles (6.4 km) to the west of the home of his father and killed 33 residents of the town, which included some of his schoolmates. The experience sparked the interest in meteorology and he specialized his studies on tornadoes.
Marshall was a student in Texas to study at the graduate level and saw his first tornado only a couple of hours after he entered the state. He started chases for storms in the west of Texas along with Oklahoma. He took part in field research as well as damage surveys. He graduated in 1980 and obtained an M.S. degree with a concentration in atmospheric sciences at Texas Tech University in Lubbock with the thesis Topographic influences upon Amarillo Radiar Echo Climatology Then, he was awarded an M.S. certificate in civil engineering at the same institution. While at Texas Tech, he worked in part- time positions in the Institute for Disaster Research where he began assessing the effects of hurricanes and tornadoes. The first tornado damage survey took place in Grand Island, Nebraska, in 1980 . His first survey of hurricane damage was during Hurricane Allen in the south of Texas in the following year. His thesis was entitled The Application of Resistance and Load Statistics for the Assessment of Wind Speed Assessment.
