Timothy John “Tim” Dakin (born 6 February 1958) is a former Anglican bishop. Dakin has been the General Secretary for the Church Mission Society (CMS) as well as the South American Missionary Society (SAMS) prior to his consecration. He is as the bishop for Winchester since the year 2011 and is a member ex officio of the House of Lords. In addition, he is the Bishop of Higher and Further Education since 2013.
Dakin ordered a study (the Steel Report) in 2013 which concluded that there shouldn’t be disciplining anyone from the Channel Islands clergy. The complete details of the report have been never published. In the wake of ongoing tensions and a lack of trust, The Archbishop Canterbury set up an independent Commission in June 2018 under the leadership of the the former bishop of London Richard Chartres, to find a solution. The Commission came to conclusions in October in which Dakin outlined his initial approach to the matter it was “The suspending of the Dean caused an utter shock to officials of the city and the church in Jersey which led to the breaking of trust between the church and the people of both Islands as well as Winchester. The issue was immediately brought up about the propriety and, in fact, the legality of the Bishop’s decisions.” In the end, the conclusion that was made by the Commission was that the Channel Islands should not return to the supervision that is the responsibility of Bishop Winchester however, they should be integrated into the neighboring Diocese of Salisbury in an alternative to a permanent arrangement to provide episcopal care. The new arrangement applies to each of the Jersey as well as Guernsey Deaneries, as relations were strained across regions of the Channel Islands. In a report for a visit delegation as part of the Commission process in the process, Guernsey’s Standing Committee of the Deanery of Guernsey expressed the relationship it has to the Bishop Dakin: “While the handling of the Jersey safeguarding issue may have been the trigger for the current position, it is not the only matter which has so seriously strained the relationship.”
In January 2014, it was announced that the Channel Islands would be temporarily removed from the oversight of the Bishop of Winchester for the first time for 500 years, after relations between Dakin and the Deanery of Jersey broke down over the handling of alleged abuse, and the suspension of the Dean of Jersey. The Deaneries of Jersey and Guernsey were transferred to the direct oversight of the Archbishop of Canterbury, and the Dean of Jersey was reinstated, with Archbishop Justin Welby subsequently issuing an apology to the Dean and his wife “for the hurt and the treatment that they had received”.
The appointment of Bishop Winchester was made public on the 6th September of 2011, and he was officially ordained bishop after confirmation of his election on the 20th of December, 2011 before his 25th Jan. consecration ceremony by Rowan Williams, Archbishop of Canterbury at St Paul’s Cathedral. The ceremony of his installation in Winchester Cathedral was on 21 April and he took his seat at the House of Lords on 26 March. Following John Taylor in 1974, Dakin was the only priest who was directly consecrated in Winchester Cathedral. See of Winchester since 1595. In May of 2013, Dakin was additionally appointed the Bishop of Higher and Further Education, an official position for the nation.
