Tigran Sargsyan is one of the most popular and richest Politician who was born on January 29, 1960 in Vanadzor, Lori, Armenia. Tigran Sargsyan government increased expenditures for road construction, and completed the construction of 1576.9 kilometers of roadways as well as 60 bridges which is more than double the levels of construction between 1997 and the year. The budget for road construction increased to 22.6 billion drams, compared to 13.7 billions prior to. The average length of roads constructed was 315 kilometers per year and 164 km in the past.

Tigran Sargsyan was a student at Yerevan Technical College No. 14, which he completed in 1978. In the same year Sargsyan began his studies at the Yerevan Institute of National Economy, Faculty of Economy and Planning. In the year 1980, he joined Leningrad Financial and Economic Institute following N. A. Voznesenskiy and graduated in 1983.

In 1987 Tigran Sargsyan received his PhD at Leningrad Financial and Economic Institute, where he defended his thesis titled “Regional social-economic development planning on Armenia’s example”.

From 1988 to 1993 he served as the chairman of the national council of young professionals and scientists. From 1990 to 1991 he worked as a coordinator for the regular seminars on economic reform organized for the bankers.

After months of protests following months of demonstrations Constitutional Court declared the mandatory element of the law on pension reform to be in violation of the Basic Law of Armenia. The legislation would have had to require Armenians born in 1973 or after to contribute 5 percent of their earnings to one of two private funds endorsed by the government as well as the Central Bank to manage the pensions. Some opponents had also pointed to the lack of confidence in the funds and a desire to lose this large part of their earnings. CC Chairman Gagik Harutyunyan added that the law will remain in force till the National Assembly invalidated it by the end of September. Others unnamed officials from the government also said that, in line to the ruling, the law will no longer be observed, although the Justice Minister Hrair Tovmasyan claimed that the ruling in favor of the obligatory element was not illegal in the sense of the word, but rather that certain laws needed to be changed into accordance to the Basic Law.
