Moncure was elected president in 1981. Moncure beat his four-term Democratic Delegate Lewis P. Fickett Jr. The result was 54.5 percent of the votes. Moncure ran unopposed in both the elections of 1982 and in 1985 and was easily defeated by the incumbent Independent opponent in the 1983 election. His district was initially designated 20th, and was named “Stafford County and Fredericksburg” however, after the election of 1982 it was changed to the 53rd, which comprised portions from Stafford and Fauquier County and Fredericsburg. His successor was the fellow Republican William J. Howell who is now speaker of the Virginia House of Delegates.
