Thomas Gaffey is one of the most popular and richest Politician who was born on January 10, 1958 in Meriden, Connecticut, United States. Gaffey is also an executive in The Connecticut Resources Recovery Authority. In 2002 Gaffey was implicated in meetings with the energy company that failed Enron. He was also fined the same year for spending more than $10,000 on personal expenses for his expense account with authority and for failing to pay timely payments, and was the next year, he was issued an CRRA check of more than $1,600 to reimburse amounts over.
On the 2nd of December on the 2nd of December, 2007 Hartford Courant columnist Kevin Rennie described Gaffey’s work on behalf of a billion-dollar bonding proposal by the Connecticut State University system; which he promoted while intimately involved with the administrator of the university lobbying for the plan. The majority of the story outlined private conversations among Gaffey and his girlfriend via the state’s e-mail accounts. On the 3rd of December 2007 Senate Minority Leader John McKinney and Republican State Chairman Chris Healy demanded an investigation to determine if Gaffey’s actions violated the state’s ethics regulations. The Democratic Senate caucus had a split over the necessity of an investigation the matter, and Fairfield County Democrats Andrew McDonald and Bob Duff suggesting an investigation was required, whereas Senate president Donald E. Williams, Jr. has firmly rejected the suggestion. On the 7th of December, the Hartford Courant’s editorial pages urged Gaffey to be sacked for his part in the incident, despite a formal notice by the Office of State Ethics refuting any allegations of conflict of interest.
In 2007 Gaffey proposed that the Governor’s power to appoint the Commissioner of Education be limited. Allies of Governor Jodi Rell labelled the proposal an attempted power grab. That year Gaffey also opposed efforts to increase education aid to suburban school districts, even those represented by fellow Democrats, in favor of adding more funds to urban districts. His response to complaints from suburban legislators was “Like everything else in those districts, that is rich!” Gaffey has also clashed with leaders of his local school board over the installation of artificial turf.
Republican Tim Lenox is challenging Gaffey in the November 2008 election but was defeated by Gaffey. Following the election, Gaffey’s ally, Senate President Donald E. Williams, Jr., removed Senator Joan Hartley from chairmanship of the Higher Education Committee, a move viewed as retaliation for opposing Gaffey’s bonding proposals.
The two Gaffeys and Rennie published stories on the November 9 2007 Courant. Gaffey stated that there was nothing wrong in his interactions with the university lobbyist noting his track record of supporting state colleges. The article by Rennie alleged that Gaffey was a self-dealer. Gaffey and his associates, such as obtaining Final Four basketball tickets from the university at a bargain cost and then making use of his political action committee to cover personal expenses.

The district is as racially isolated today as it was 10 years ago. It suggests you need to do something different.”

On May 6, 2009, the State Election Enforcement Commission announced that Gaffey and his campaign treasurer had agreed to a settlement over the double billing complaint. In one of the largest fines levied by the Commission, Gaffey agreed to a $6,000 fine and his treasurer agreed to a $3,000 fine. Gaffey also agreed to dissolve his political action committee and forfeit its $20,000 balance to the state. The commission’s enforcement director called Gaffey’s record keeping “disastrous”. The charges later led to a criminal investigation and Gaffey’s resignation.

On January 5, 2011 Gaffey submitted his resignation to Secretary of the State Susan Bysiewicz and submitted his plea to Superior Court Judge Julia Dewey, who accepted the plea agreement.
