Thaddeus Kirkland (born on January 12, 1955) is an American politician from Pennsylvania currently serving as the mayor in Chester, Pennsylvania since 2016. He was the Democratic Member of the 159th Pennsylvania House of Representatives District from 1993 to 2016.
In June of 2011, Kirkland announced that if cuts worth $20 million were not reinstated to the Chester-Upland district school district, he would start an federal lawsuit against Pennsylvania to shutter 3 public schools located in Chester. The school board didn’t agree with Kirkland’s idea, and called an open meeting where they claimed that they are “fully capable of speaking for” themselves and “totally disagree” with what Kirkland was planning to accomplish. In August of 2017, Kirkland welcomed the opening of the Chester Charter School for the Arts which is a $25 million non-profit public charter school that is located on the 11-acre campus of Highland Avenue with kindergarten through 11th grade classes, with a emphasis on dance, music theatre, visual arts and theater.
In the 2015 Democratic mayoral primary, Kirkland defeated incumbent Mayor John Linder 1,818 to 721. Kirkland has expressed support for reducing violence in the city by improving the police force and using body cameras and improving the school district. Kirkland assumed office as Mayor of Chester on January 4, 2016.
He was not a candidate for reelection in 2016 and was succeeded by his nephew, Brian Joseph Kirkland.
Kirkland was Kirkland was the Democratic chairman of the House Tourism and Recreational Development Committee and was an active participant in the Pennsylvania Legislative Black Caucus. He was added on the PoliticsPA list of the Best Dressed Legislators.

Kirkland is a native of Chester, Pennsylvania and graduated from Chester High School in 1973. She then attended Cheyney University, in the year 1990 and graduated with an undergraduate degree in Communication along with Eastern Baptist Theological Seminary. Kirkland is an alumni from the Widener University Leadership Academy and is an active member of the Wine Psi Phi and Omega Psi Phi fraternities.
When he was elected in 1993 Kirkland received a vote as an Democratic member of his district in the Pennsylvania House of Representatives 159th district. She was then reelected to serve for 11 consecutive terms.
In the 2015-2016 session, Kirkland was the primary sponsor of several bills some examples of which are: HB 418 concerning human-shaped targets at shooting ranges, HB 419 concerning crimes that could not be expunged from a criminal record, and HB 420 concerning body cameras to be worn by police officers. None of these bills have yet to be voted on. Additionally, Rep. Kirkland has been involved in areas of prayer in school, video surveillance, technical training, and Head Start programs.
