In the month of March 2003 Heather created in March 2003 the Cook Islands National Party with the intention of securing political reforms, which included the reduction of the length of Parliamentary terms. The party brought a well-known lawsuit in the case of lawmakers Norman George and Paora Teiti to try and get them disqualified from performing consultation work for the government this was thought to make them public servants, and therefore not eligible to be elected However, the case failed. Heather ran in the by- election in 2003 as an National Party candidate, but was unsuccessful. He later disbanded the National Party and became a member of in the Cook Islands Party.
In 2004, Heather joined Parliament after winning her seat in Akaoa. The election of 2006 produced an unofficial tied seat. This forced to hold a by- election that Heather was able to win.
Heather was not re-elected at the 2018 election, losing to Nooroa o Teariki Baker.
