In July 2007, Flavell’s Public Works (Offer the Back of Compensation and Offer Back Acquisition of Land) Change Bill was selected from the members’ ballot. The bill passed its first reading, and was sent to the select committee early in 2009 but it was rejected on its second reading in July 2010.
In September 2010 his Gambling (Gambling Harm Reduction) Amendment Bill was drawn from the member’s ballot. It was passed in 2013.
In May 2010 Flavell’s Local Electoral (Māori Representation) Amendment Bill was drawn from the member’s ballot. It was defeated at its first reading in June.
In Maori just at the initial discussion of Ngati Mutunga Treaty Settlement Bill in 2006, Flavell referred to the crown as being a victim of thieves. He stated that the thief who took the land hadn’t returned its entire value to the iwi. He also said that even though it was a legal complete and final settlement, they invited the tribe to come back to Parliament in the near future to check if the loaf was getting bigger. The tribe received $14.9 million , and 10 squares of land with significant value to their members of 2000 along with the other historic payments as well as the prior settlement of 24,000 acres.

Te Ururoa James William Ben Flavell (born 7 December 1955) Also known by the name of Hemi Flavell is a New Zealand politician who has been co-leader in the Maori Party since 2013 and has represented the Waiariki voters for the party from 2005 to 2017.
In the 2005 general elections, Flavell stood as a candidate for the Maori Party in the Waiariki electorate, and was listed as the 10th candidate on the party’s list. He was able to win the election over his incumbent candidate, Mita Ririnui. He also became a member of Parliament.
The Waiariki electorate was contested by two contenders in the 2008 election: the incumbent and Ririnui. Flavell was once again confirmed.
